The 'To Fit Chest' refers to the person's full bust measurement (e.g. 36D bust would measure circa 38-39", size 14 would provide a semi-fitted to fitted fit, or size 16 would be semi-fitted to comfort fit. Where the person's abdomens / waist is wider  this width should be used to select size if the jacket is to be done up (e.g. 40" waist size 16 would provide semi-fitted fit).
